GMP Documentation for Sintered Filters: CoC, CoA and MTCs
A document pack can look perfect.
And still be useless.
I’ve seen QA teams receive a tidy supplier folder—CoC, CoA, MTC, ISO certificate, glossy product drawing, maybe a “food grade” declaration—and everyone relaxes for about ten minutes, until someone asks the nasty question: does this paperwork actually cover the exact sintered filter, exact material heat, exact lot, exact pore rating, exact surface finish, and exact GMP use case?
That’s where the room gets quiet.
GMP documentation is not paperwork decoration. It is a traceability chain. Or it should be. In pharma, food, medical devices, biotech, sterile utilities, high-purity gases, and regulated industrial systems, the filter is not just a porous part sitting in a housing. It can become a product-contact component, a contamination-control barrier, a utility-system risk, a validation item, or a deviation waiting to happen.
Here’s the ugly truth: suppliers love sending “standard documents.” QA departments need application-specific evidence.
People mix these up constantly, usually because the folder title says “quality documents” and everyone stops reading. But GMP supplier documentation lives or dies in the details. A Certificate of Conformity may say the supplied filter conforms to the purchase order. Useful. A Certificate of Analysis may show actual test results for a batch or lot. More useful. A Material Test Certificate may verify metal chemistry and mechanical properties from a heat or batch. Also useful.
But none of them automatically proves the filter is suitable for your GMP process.
Not automatically.
FDA’s 21 CFR 211.84 allows a drug manufacturer to accept a supplier’s report of analysis for components only if the manufacturer conducts at least one specific identity test and establishes the reliability of the supplier’s analyses at appropriate intervals: FDA 21 CFR 211.84 component testing. That sentence should scare lazy buyers a little. It means “supplier sent a CoA” is not the end of responsibility.
It’s the start of control.
CoC: the easiest document to overtrust
A filter Certificate of Conformity is usually a declaration.
It says the delivered filters conform to the purchase order, drawing, specification, or agreed standard. Fine. I like CoCs when they are specific. I dislike them when they read like boilerplate.
A strong CoC should include:
Supplier legal name.
Buyer PO number.
Filter part number.
Revision level.
Lot or batch number.
Quantity shipped.
Material grade.
Micron or pore rating.
Drawing number.
Applicable specification.
Statement of conformity.
Authorized signature.
Date.
A weak CoC says: “We certify the goods conform to requirements.”
That’s it.
No lot. No drawing revision. No material. No test basis. No link to production records. Basically a handshake wearing a PDF costume.
From my experience, CoC is acceptable as a top-level release statement, especially for lower-risk industrial and non-product-contact use. But for GMP, pharma, food-contact, medical, or regulated applications, a CoC alone is thin. Too thin.
It tells you the supplier claims conformity.
It does not show data.
CoA: where the numbers should live
A filter Certificate of Analysis should contain actual measured results.
Not wishes.
For sintered filters, a useful CoA may include pore size or micron rating test result, bubble point, air permeability, flow rate, pressure drop, cleanliness, extractables where relevant, endotoxin where relevant, particle release, dimensional checks, or surface finish data depending on the application. For polymer sintered filters, it may include resin lot, additives declaration, USP Class VI reference, FDA food-contact statement, or biocompatibility package reference. For stainless steel filters, it may link to an MTC, passivation certificate, surface roughness, or weld inspection.
The EU GMP Chapter 5 production guidance says the Certificate of Analysis provided by the starting material manufacturer or supplier should be signed by a designated person with appropriate qualifications and experience: EU GMP Chapter 5 Production. Different context, yes, but the principle travels well into regulated component buying: the CoA must be controlled, attributable, reviewed, and meaningful.
A CoA without test method is weak.
A CoA without specification limits is weaker.
A CoA without lot traceability is not a CoA I would trust in a GMP file.
Here’s what I’d want to see in a sintered filter CoA:
Lot number.
Filter part number.
Material grade.
Pore rating or micron rating.
Test method.
Acceptance criteria.
Actual result.
Inspection date.
QA approval.
Signature or controlled electronic approval.
Reference to drawing revision.
Reference to PO or batch.
If the CoA only repeats catalog values, push back.
Catalog data is not batch data.
MTC: the metal story, not the whole filter story
Material Test Certificates matter most for metallic sintered filters.
Especially 316L stainless steel, 304 stainless, Hastelloy, Inconel, titanium, nickel, bronze, or other metallic porous media used in pharma utilities, steam, high-purity gases, corrosive service, hydrogen, catalyst recovery, or high-temperature systems.
An MTC, sometimes called a Mill Test Certificate or Material Test Report, usually verifies chemical composition and sometimes mechanical properties of the metal material. EN 10204 Type 3.1 certificates are commonly used for metallic products and provide specific test results from the material lot; one industry explanation describes Type 3.1 as actual test results from the lot supplied and endorsed by the manufacturer’s inspection representative independent from production: EN 10204 3.1 certificate explanation.
Good.
But don’t overclaim it.
An MTC can tell you that the stainless steel chemistry meets 316L requirements. It does not prove pore size. It does not prove cleanliness. It does not prove weld quality. It does not prove passivation. It does not prove that the finished sintered cartridge was assembled correctly or cleaned for GMP service.
That’s the supplier trick.
They send the MTC and hope you stop asking.
Don’t.

I’ve seen 30-page document packs fail audits.
I’ve also seen 6-page packs pass cleanly.
Why? Traceability.
The correct GMP documentation package should let QA walk from purchase order to finished filter to material lot to test result to release decision without playing detective. The chain should be boring. Boring is good.
For sintered filter GMP documentation, the supplier file should answer:
What did we buy?
Which drawing revision?
Which material?
Which lot or heat?
Which pore rating?
Which test method?
Which acceptance criteria?
Which actual result?
Who approved it?
When was it released?
Were there deviations?
Was there any material substitution?
Did the supplier notify changes?
If the file cannot answer those questions, more PDFs won’t save it.
Paper bulk is not control.
FDA warning letters show why “documentation” is not a clerical issue
But this is not only supplier preference.
Regulators care about whether records are reliable, complete, and controlled. FDA’s CGMP page says drug CGMP regulations contain minimum requirements for methods, facilities, and controls used in manufacturing, processing, and packing drug products, and are meant to ensure products are safe and have the ingredients and strength claimed: FDA CGMP regulations.
And FDA warning letters keep showing the same pattern: weak controls, weak records, weak investigations, weak supplier or lab oversight. In 2024, FDA’s Optikem International warning letter summarized significant CGMP violations for finished pharmaceuticals after an inspection from January 17 to 26, 2024: FDA Optikem International warning letter 2024. No, these are not sintered filter cases.
But the lesson applies: if your regulated operation depends on supplier documents, those documents must be controlled, reviewed, and defensible. “Supplier said okay” is not a GMP strategy.
It’s a future deviation.
What documents should come with GMP filters?
There is no one-size-fits-all pack.
A sintered filter for a non-product-contact compressed-air prefilter does not need the same documentation as a filter in a WFI vent, sterile gas line, pharma process skid, food-contact steam path, or medical device component.
Still, I’d separate documents into standard and optional.
Standard for regulated purchasing:
CoC.
CoA.
Material certificate or MTC.
Drawing with revision.
Product specification sheet.
Lot traceability statement.
Packaging label information.
Certificate of origin if import requires it.
Change-control statement.
Optional or application-driven:
USP Class VI.
FDA food-contact declaration.
EU 1935/2004 or 10/2011 declaration.
Extractables and leachables.
BSE/TSE statement.
Animal-origin-free statement.
Passivation certificate.
Cleaning certificate.
Sterilization certificate.
Endotoxin test.
Bioburden test.
Surface roughness report.
Weld inspection report.
Integrity test.
Bubble-point or permeability test.
Shipping temperature record.
Shelf-life statement.
That last list can get expensive fast.
So don’t ask for everything by habit. Ask based on risk.
Standard vs optional: the QA mistake that delays purchase orders
QA teams sometimes over-specify.
Procurement hates it. Suppliers hate it. And, frankly, sometimes QA deserves the complaint.
If the filter is a general industrial sintered bronze vent, demanding USP Class VI, endotoxin, extractables, gamma sterilization, and EN 10204 3.2 may be nonsense. If the filter touches sterile product gas, asking only for a CoC is reckless.
The document package must match the risk.
For GMP, pharma, food, and medical applications, define documentation levels before supplier approval or purchase order release. Otherwise, you’ll discover the gap at receiving inspection, validation review, or—worse—during audit preparation.
How to qualify sintered filter suppliers for GMP applications
Supplier qualification is not a nice questionnaire.
It is a risk filter.
FDA’s 21 CFR 211.84 Q&A on components and drug product containers/closures explains that the manufacturer must establish supplier reliability through validation of supplier test results at appropriate intervals when relying on supplier certificates: FDA CGMP Q&A on components.
For sintered filters, that means your supplier approval process should not stop at “ISO 9001 certificate received.” You need to decide whether the supplier can control material, pore rating, cleaning, assembly, inspection, packaging, and change notification.
I would ask:
Do they control raw material lots?
Can they link finished filters to metal heat or resin batch?
Do they issue CoA with actual results?
Do they provide MTCs for metallic components?
Do they maintain drawing revisions?
Do they notify material or process changes?
Can they support deviations and CAPA?
Can they provide retained records on request?
Can they handle pharma-style quality agreements?
Do they understand GMP language, or are they just saying yes?
That last one matters.
A supplier that doesn’t understand GMP will agree to everything until the first audit request lands. Then the silence begins.
The “CoA without method” problem
Here’s a document I hate:
“Pore size: 5 µm. Result: Pass.”
Pass what?
Which method?
Which acceptance limit?
Which sample plan?
Which instrument?
Which lot?
Which operator?
A CoA without method and limits is like a pressure gauge without units. It may look technical, but it does not help QA defend the decision.
For sintered filters, CoA test lines should be specific. Examples:
Bubble point: ≥ X bar using IPA at 20°C.
Air permeability: X–Y L/min at Z mbar.
Clean pressure drop: ≤ X bar at Y L/min water, 20°C.
Dimensional inspection: per drawing REV C.
Surface roughness: Ra ≤ 0.8 µm, if specified.
Pore rating: according to supplier validated method QP-###.
Cleanliness: particle count or residue limit, if required.
That is a document QA can review.
“Pass” is not enough.
MTC pitfalls for sintered stainless filters
A 316L MTC is useful.
But read it.
Check heat number. Check chemical composition. Check carbon content. Check chromium, nickel, molybdenum. Check whether it is actually 316L, not “316/316L dual certified” when your process asked for one specific grade. Check whether the MTC links to the porous media, support tube, end cap, adapter, or only one piece of bar stock.
This is where filter assemblies get messy.
A sintered filter may contain:
Sintered porous media.
Support tube.
End caps.
Weld rings.
Threaded adapters.
Gaskets.
Bonding material, for some designs.
Each material may need its own traceability level depending on risk.
If only the adapter has an MTC and the porous media doesn’t, your file has a hole.
Not a pore.
A hole.
What QA should put on the purchase order
The purchase order should not just say “provide documents.”
That is how disputes begin.
Write the document requirements into the PO or quality agreement. Name the documents. Define whether they are required with shipment or available on request. Define whether electronic signatures are acceptable. Define document language. Define revision control. Define change notification.
Example language:
“Supplier shall provide CoC, CoA with actual test results, material certificate/MTC for metallic components, drawing revision confirmation, lot traceability, and change-control statement with each shipment.”
Or:
“Supplier shall not substitute material grade, pore rating, media construction, cleaning process, passivation process, gasket material, or manufacturing site without written customer approval.”
Strong language prevents soft arguments.
I’ve seen shipments stuck for weeks because the supplier thought a CoC was enough and the buyer expected CoA plus MTC. Both sides blamed each other. The PO was vague.
The PO was guilty.
